Dear members,


I hope that all of you have enjoyed the Spring Holidays and are preparing for a glorious summer.There are a few things that I feel need to be addressed. The first is that everyone needs to take a Civil Service test and become a civil servant. When it comes to layoffs provisional have absolutely no seniority rights and can be laid off in any order that management chooses. This is why we as a union continually ask for tests and the establishment of lists.


The second issue is that of Time and Leave, and our rights as city employees. We must come to work on time and if management requires a note for any amount of sick time that is used it is within their rights to do so. We sometimes think that sick time is ours but really it isn't. It is there in case we get sick and have to be out of work for an extended period of time. That is the reason that we only receive half of it when we retire. If you go to the Citywide Contract you will see that excessive lateness can result in termination and even your civil service status cannot save you. Lateness and Time and Leave issues are indefensible when they result in Disciplinary Charges.This is why we constantly tell you to document your emergencies and so forth but even then it is still our responsibility to come to work and be on time. Do not give management a device to lay you off.


The attack on Civil Servants and their benefits have seemed to calm down. The negative publicity coming from the Unions about our mayor and the falsehoods that he has tried to spread is one of the major reasons. The lies about our pensions and benefits that have been pretty much shot down by the Comptroller and noted economists. The retirement funds have bounced back from 2008 and are fully funded and have no problem paying the retirees. His attack seems to be focused on the teachers for now and we will have to see how that turns out in the future. Again his campaign against the teachers is one of misinformation and an attempt to win his battles in the court of public opinion. Mr. Bloomberg still has not learned that being Mayor of New York is not a dictatorship.


Our President made a courageous decision and finally brought to an end the legacy of a terrorist. Our Seal Team performed their mission with precision and came away unscathed. When the news broke there was a sense of relief to all citizens and I hope some peace to all the families that lost someone on 9/11/01 and since then either in Afghanistan or Iraq. God Bless America.
